At the same time, we shouldbreak the dual social security system between the city and the rural, so state and localgovernments should increase rural social security of funds and the policy support toraise the farmer’s endowment insurance level. In addition, with the aid of rural socialcapital advantage, through the construction of rural public, we ought to construct therural endowment institutions and rural endowment public service system to bettermeet the old people’s psychological demand and realize the old people’s multipleattention.
