With the development of economy, the transportation demand increases ceaselessly,contradiction of supply and demand is increasingly outstanding, which seriously hindersthe development of region economy. In order to actively promote the development ofnational economic of the city, should give priority to the development of traffic andtransportation, and has a sexual advance. In this context, People’s Government of Xilinhotdecided to construct the Second Ring Road.To make the project decision-making morescientific and reasonable, combined with the relevant theory of the Techno-economic andcomprehensive assessment, this paper mainly analysis on the technical and economic ofthe Second Ring Road project construction.First of all, the paper is based on the practical situation. Fisrstly the general situationof the project areas had been comprehensively analyzed. It includes historical evolution,regional location, administrative divisions, geographic profile and natural resource.Secondly, Analysis of design of the project construction program mainly from theperspective of technical perspective is made. Project construction conditions, routedirection, road design, bridge design, lighting design and green design are analyzed.Thirdy, Budget targets estimation method is used to estimate the project cost of the projectconstitute and investment composition were analyzed to determine project financing. Then,use the benefit-cost analysis to identify and calculat the cost and effectiveness of theproject, and select the economic net present value, internal rate of return, payback periodand other indicators of the national economy to make National economy analysis. Finally,with the use of evaluation theory, the establishment of two-tier evaluation index systemwas constructed and two-tier fuzzy evaluation model was established,and the model usedto conduct a comprehensive evaluation for the project. This paper provided a scientificbasis and theoretical support for Xilinhot City Second Ring Road project constructiondecision-making.
