A Research On The Implementation Situation Of The China’s Rural Minimum Living Security System And Countermeasures

With the China’s rural minimum living security system established throughout the whole country in2007, china strides a key step in constructing harmonious society. But as the system promote around the country, problems arise one after the other. Based on the survey data of implementation of the China’s rural minimum living security system in Guangxi rural areas and related literatures, we can find that the system makes some remarkable results:the government enlarges investment and benefit area increases speedily; the whole rural assistant policy and social security system improves. On the other hand, there are some problems during the system is moving, such as the fund is insufficient and lack of special financial transfer payments; hard to determine guarantee target and level; supporting measures are not perfect and propaganda work is not enough; the local level is weak and so on. This paper gives some suggestions to improve the rural minimum living security system as building a stable and diversified financial payment; improving the power of supervision on verifying procedure; enlarging propaganda work force and perfecting the rural social security system.
