In September1999, the Fourth Plenum of the Fifteenth CPC Central Committee has passed "decisions on some important issues concerning the reform and development of SOEs", which clearly proposed that China should implement the western development strategy [1]. In March2001,"The10th Five-Year Plan for national economic and social development of the People’s Republic of China" made in The Fourth Session of the Ninth National People’s Congress also made specific plan for implementing the western development strategy. The overall planning of the western development covering50years would be divided into three stages:laying foundations, accelerated development, and promoting its overall modernization[2].In December2006, The State Council considered and adopted "the Western Development Eleventh Five-Year Plan". Till the end of2008, the total amount of imports and exports of Western region reached106.8billion USD, which was around eight times of that in1999with the average annual growth of23.2%. The total value of import and export accounting for the proportion of the country grew from3.8%in1999to4.2%in2008. In the past10years, the western region has made rapid growth of "bringing in", with an increase of181.54%of the actual use of foreign investment has from2.351billion USD in1998to6.619billion USD in2008. In the first10-year cycle of Western Development Strategy, the western region, including Guangxi, entered the best period of development in the history, presenting a new pattern of regional cooperation and fully opening up’In2010, the CPC Central Committee and the State Council made a new in-depth implementation of western development strategy. In June, the CPC Central Committee and the State Council printed and distributed "Several Opinions on In-depth Implementation of Western Development Strategy"(Hereinafter referred to as "Several Opinions"). This is an important strategic plan issued in the critical period that successfully implementing the Western Development Strategy for the10th anniversary and further promoting it for the next10years, as well as the major strategic opportunity of accelerating the development of the western region[3] In February2012, The State Council officially approved "the Western Development Twelfth Five-Year Plan"(Hereinafter referred to as "Plan")."Plan" clearly stated that the western region is still the "shortcomings" of China’s regional development, as well as the difficulty and focus on building a moderately prosperous society. In the Twelfth Five-Year, We should make the in-depth implementation of Western Development Strategy in the priority of the regional development strategy; make efforts to maintain a long-term sustained, stable and rapid economic and social development, and realize an increase of GDP and urban and rural residents’income, exceeding the national average. The introduction of "Several Opinions" and "Plan" indicates that, with the help of the Western Development, the development of the western region is on the road to a new spring and run into a golden period of next10years’spanning developmentGuangxi was officially incorporated into the western development strategy in2000, opening a new era of provincial economic opening up and development. Since2004, China-ASEAN Expo permanently settled in Nanning. The "gateway" status of Guangxi for the China and ASEAN economy and trade has been further consolidated. In February2008, the NDRC issued ’The Guangxi Beibu Gulf Economic Zone Development Plan", aiming to create a new regional economic growth pole of four cities, that is, Nanning, Beihai, Qinzhou, Fangchenggang. In May2008, Qinzhou Bonded Port Area was approved by the State Council, which was the nearest one to the ASEAN Bonded Port, and the unique Bonded Port Area in west coast. In December2009, the State Council issued "Several Opinions on further promoting economic and social development of Guangxi"(Hereinafter referred to as "Opinions")."Opinions" stated that Guangxi is an important gateway to ASEAN and the important frontier zone, being the most convenient passage to the sea in the Southwest, and strategically important to promote the coordinated regional development, deepen the cooperation with ASEAN, maintain national security and the stability of the southwest border. Meanwhile, the "opinions" made it clear that Guilin would be built as a comprehensive reform pilot area of the National Tourism. This is the first comprehensive reform pilot area determined by the State Council. And Guilin is the first city as a unit construction. In September2010, the National Development and Reform Commission officially approved Guilin comprehensive reform pilot city for the first national service industry. In October2011, the State Council approved" Nanning City Master Plan (2011-2020)"was expressly requested by the Nanning into economic prosperity, social harmony, ecological, and distinctive features of the modern city[6].Only along the border of the west coast of Minority Provinces, Guangxi both have the advantage of a unique open, at the same time it is faced with a weak industrial base, the product less competitive open predicament. Policy advantages, location advantages and its own economic realities combined to develop effective economic opening-up strategy to enhance the level of economic openness is undoubtedly an important measure to promote Guangxi’s economy could overtake across.
