Nowadays, the green revolution is on the rise in the worldwide scale, which takes resource conservation and environment protection as its goal. So the concept of green-supply-chain is known by public gradually. The traditional economic developing mode of steel makers is one kind of extensive development that at the expense of the environment, which has no consideration for synchronous economic and social development and harmonious human and nature relationship. This kind of condition leads to resource scarcity and environmental degradation with the constant quickening of urbanization and industrialized process, which has become one of the main bottleneck that restrict steel maker’s sustainable development. However, the steel industry is typical resource and energy-intensive industry whose whole operation process will make certain impact on environment, from iron ore and coal’s exploration and transportation to steel products’manufacture, application, final discard and recycling. It is necessary to conduct targeted research on steel makers which as large power consumption and large polluters because its peculiar position in manufacturing. Hence, Process equipment, manufacturing process and product’s greening and green-supply-chain’s functional extension like products manufacture, energy conversion, and waste disposal can be achieved only by combining green-supply-chain management theory and steel maker’s status and development and taking management performance evaluation of green-supply-chain as management method. Therefore, to establish a set of comprehensive, efficient and feasible green-supply-chain performance evaluation system and mode is the key to promote steel makers to carry out green-supply-chain management.First, the paper deals with the deficiencies of green-supply-chain performance management evaluation which are listed as follows:firstly, steel industry’s green-supply-chain performance management evaluation methods are relatively small; secondly, most scholars use expert evaluation to decide index weights which makes subjective factors affect evaluation results greatly; thirdly, evaluation content is incomplete which mainly conducts evaluation and analysis from the aspect of traditional financial results.Second, the paper makes systematical analysis to necessity, feasibility and obstacle existed in the green-supply-chain management of steel makers by combining the development status of steel makers and existing problems of supply-chain. The study uses triple bottom line principle to define green-supply-chain of steel makers as one kind of sustainable development supply chain with consistent economic performance, social performance and environmental performance from iron ore and coal’s exploration and transportation to steel products’manufacture, application, final discard and recycling and can be divided into purchase link, manufacturing link and reverse recovery link, which can make steel makers achieve natural resource’s low consumption and waste’s low emission in the whole supply chain.Third, green-supply-chain management performance evaluation system in steel enterprise is conducted. The whole indicator system has three levels, in which there are3first grade indicators,6second grade indicators and26third indicators. The first grade indicators are economic performance, environmental performance and social performance. The second grade indicators are economic growth, technical progress, resource consumption, environmental protection, energy saving, emission reduction and social impact. The steel enterprise conducts green-supply-chain management gray relevance evaluation model on the basis of gray system theory. Economic performance, environmental performance and social performance of green-supply-chain management are applied to the comprehensive assessment by this model.Finally, the present study conducted an experimental research on the green-supply-chain management performance evaluation of the four iron and steel enterprises including Wuhan iron and steel group corporation, Baosteel group corporation, Taiyuan iron and steel group corporation and Anshan iron and steel group corporation. Through the longitudinal analysis to the green-supply-chain management level of the four enterprises from Year2005to2010, it is found that the green-supply-chain management level of the four enterprises has enhanced gradually. Through the lateral analysis to the green-supply-chain management level of the four enterprises from Year2005to2010, it is found that Baosteel, Ansteel, Taisteel and Wisco is ranked from the highest to the lowest in the green-supply-chain management level of the four enterprises.
