Then, combind with the analysis to the current status of training works in S Institute, and starting from the realistic problems in the training system, this paper analyses the training requirement of S Institute from different view and level, establish feasible training programs, select defferent training form to different staff, constitute training system and actualizing way. Ultimately, construct a suit of scientific effective training system for S Institute. According to the new training system, combine with four layers evaluation mode, this paper constitute training effect evaluation project for S Institute, finally, establish effective guarantee policy.
