The construction bidding system is funderamental facet of the counstruction project management system. It becomes the effective way that owner chooses the optimum contractor. The tenderer is a pair of games between bidders. Meanwhile the practical operation of bidding course still exists a great deal of unstandard places. Therefore this game relation and the pronlems are worth of studying.This paper studies construction project bidding and the bid evaluation of the state-owned enterprise as the research object. The problems that especially the bidding and evaluation on construction project of the large state-owned enterprise in China at present are analyzed by theory on bidding, evaluation work involved economics, management. By the bidding and evaluation method and mode of the China HN Group, the paper thoroughly study theories and cases empirical research from the game theory with a bidder, evaluation method innovation and management innovation so on three role.How to game with the bidding equipment suppliers, design unit and the construction units by the evaluation mode. This paper analyzes the Huaneng group practice and puts three modes:(1)Centralized bidding. According to the string of standard and collusive tendering a bidder the event, this paper suggest that the owner depend on the scale of needs of large state-owned enterprise.The paper put forward that the owner break its price alliance by Centralized bidding. And example demonstrates it is better strategy that the centralized bid is coping with a bidder price alliance, the event, string of standard.(2)Design bidding. This paper presents the design of the bidding offer is not very important bidders a parameters. Huaneng design bidding have a principle " I will select who do design the lowest budgetary estimate ",and the principle should be demonstrative text as a state-owned enterprise construction project design bidding.(3)Construction bidding.
