Regional industry optimization will be the vital source to take advantages in city competition under the background of economic globalization, urban-rural integration and rural urbanization. It’s also the important premise for urbanization construction and the main guarantee for the sustainable development of the towns. It’s obviously that the industries with low technology content and resource utilization while at high energy consumption will not catch up with the development of modern economy, therefore the optimization and upgrading of industrial structure will be the doom way. This article is under this background to regard the optimization and upgrading of industrial structure in the northern Anhui as the core content to accelerate the transformation of economic growth mode. And combined with the concept that industrial structure adjustment promotes the economic growth in modern economics, it analyzes the problems occurring during the optimization and upgrading of industrial structure in the northern Anhui to make the economy of this district develop in a quick, healthy and stable way.At present, according to Anhui’s "twelfth five-year" plan, it presents new requirements to the development of the six cities and five counties in the northern Anhui. Now the main topics to be tackled in the future development strategy are these: the integration into Yangtze River Delta, industrial connection with east-coast economic zone and catching up from behind. It’s the inevitable request and the effective way for the regional industry development by leading the future industrial development of the northern Anhui in accordance with the requirement of modern industrial structures.The northern Anhui has made great progress in the construction of modern industrial structure in recent years and it has formed preliminarily the general frame of the modern industrial structure with every step receiving a comparably favorable performance. The concerning primary strategic thought has also been made, however it’s still a long way to go for further construction and perfection. Modern industrial structure is now facing not only profound opportunity for mode transformation but also the obstacle from adjustment and optimization. It gets positive significance for future development of the northern Anhui on how to develop furthermore based on the current situation and create a good situation for the joint and sustainable-update development of the modern industrial structure.This article summarizes the research achievements from China domestic and overseas concerning the theories of industrial structure, and by analyzing the current basic situation of the modern industrial structure in the northern Anhui, it focuses on the study of the orientation problem of the structure through the aspects of overall industrial structure and specific industry characteristics analysis, thus come to a conclusion that the northern Anhui is now on the beginning stage of industrialization. The industrial structure now has several problems listed as below:1. Economic development level is not in coordination with the industrial structure process.2. Non-agricultural industry is developing steadily, while its ability to absorb labor force is reducing gradually.3. The added value of the third industry is at very low proportion, leading to the low gross of economic growth.4. Due to the lack of large enterprises, the industry scale is comparably small.Guided by the adjustment and optimization direction regulated in Anhui’s "twelfth five-year" and on the basis of current development pattern of northern Anhui, this article emphasizes the reconstruction strategy of modern industrial structure of this district. Reconstruction hereof does not mean to create an industrial structure independently, but to make a big adjustment and planning on the original industrial basis and suggests an optimal path towards four main development directions regarding modern agriculture, coal chemical industry, advanced manufacturing industry and cultural tourism. Moreover it illustrates the aspects such as promoting enterprise innovation, pushing industrial update, realizing the support of industry spatial planning and the concerning government policy guarantee etc. to firm the strategy research on the adjustment, optimization and update of the modern industrial structure of northern Anhui.A city’s planning always begins with the orientation of character, while the regional industry development strategy plays an active role in the guidance of the orientation of character. The previous city planning always lacks the profound research on the regional industry development and layout, which leads to the incorrect forecast of the industry and causes the lacking of flexibility in the industry layout. The study of the optimization strategy on the modern industrial structure of the six cities and five counties in the northern Anhui will play a scientific and guiding role in the overall layout of the city, especially the industry layout from both aspects of time and space. Meanwhile it will play an active guiding role regarding the northern Anhui integrating into Wanjiang city belt and the carrying out of industrial structure transition.
