The Studying Of Rural Residential Area Intensive Utilizing Evalution About Guigang Municipal District

With the development of the rural economic,farmers′living standards has been greatlyimproved. In order to improve the living environment and enhancing the life of comfort,many farmers are scrambling to build new houses, occupying a lot of arable land.The issuesabout the per capita of rural residential land, the rambling layout and "hollow village"widespread are more prominent; The contradictions are becoming increasingly acute.Therefore, evaluating settlement land intensive utilizing will play an important actualsignificance to using rural land, improving farmer’ living quality and the village appearance,lelding the red line.This article defines the related concepts and evaluation theory about rural residential landintensive use on the basis of related theory and research methods and survey.Analying thecorrelation of rural settlement intensive land use and factors,the factrors include topography,the level of economic development, urbanization environment, traffic and road conditions, thepopulation density, institutions policies；From the view of intensive land use constraints, landuse degree, land-intensity of investment, land use efficiency, development trends of intensiveland use to build appraisal target system. Specific evaluation indicators were constructed fromthe level of the administrative regions and villages; Administrative region level, taking theGuigang rural settlement as the object of study with408administrative villages,it is buildedthe system of indicators which include three projects, nine appraisal target. Villageslevel,taking gaoqing village of the batang town of southern district in Guigang as the researchobject to build evaluation index system,which include seven project, sixteen appraisal target.Using the analytic hierarchy process to determine the weight, poor standardization of theindicators dimensionless,calculating the value of comprehensive evaluation, and finallydividng the intensive use grade and spatial analysis.Administrative regional level evaluation results shows that Guigang settlement extensive used(the first grade) in rural areas are mainly located in tongan village,batang village, sihuaivillage, contain3administrative villages;Lighter used(the second)are located in lantianvillage,zhang village and so on, contain110administrative villages,which are chiefllysituating in central plain terrain; intensive used(the third)are located in liuba village,longjingvillage and so on, contain241administrative villages,which are chieflly situating in north,south and the north-west karst hilly area;used (the fourth)are located in daxu village,longshangvillage and so on, contain54administrative villages,which are situating chieflly in the hillyarea of the north and south. The villages level evaluation results indicate that the gaoqingvillage rural residential land use types is appropriate measure, having a small amount of idlein it,also has much potential.Finally advancing the countermeasures of strengthen land intensive use,which includedstrengthening the village planning; improving the awareness of farmers and intensive land use;strengthening the construction of the village center and positiving rural residential landconsolidation; stricting law enforcement management, and improving the homesteadregulations to establish incentive mechanisms; promoting market-oriented allocation,promoting the rural residential land intensive; improving rural infrastructure planning andmanagement information systems.
