On the other hand, thefamily planning policy of China is implemented for long time which results in appearing the largenumber of the "421" pattern families in city and "empty nest" families, then the model oftraditional family pension can not continue and the elderly rely entirely on the family pension isalso impractical. The existing pension system and the traditional family pension mode have beendifficult to cope with the growing problem of an aging crisis in China. In this social context,exploring the new pension model is imperative for our own national conditions.“Housing reverse mortgage loan” is a solution abroad designed to provide protection for olderpeople in their later life. This program provides a new way of thinking for China to solve thepension problems of the elderly. The solution is that the elderly impawn their houses to the bank ora specific agency to obtain loans for pension. And the elderly still have the right to reside on thehouse until they are dead, using the house to loan repayment after their death. Our countrycombines with our own actual characteristics, developing out the mode of “the Housing Endowment" which the elderly can be trough leasehold, exchange, sale, mortgage and other ways to enrich thepension funds. On the basis of the traditional social pension and family pension and relying onowner-occupied housing, we can develop the mode of Housing Endowment to achieve self-pensionof the elderly, help the elderly reduce the worries of their later life, help to make up for the socialsecurity system defects. And it is important to improve the elderly in their later life, promote socialstability and build a harmonious socialist society.On the basis of analyzing the experience and the characteristics of a typical foreign countrycities and domestic pilot cities, combining the actual local situation, this paper selects Taiyuan cityas the object of study to analyze the feasibility of implementation of the Housing Endowment inTaiyuan and discusses the necessary support system of development and implementation and theexternal environment.
