To speed up the rural labor transfer to non-agricultural industries is an fundamentally solutionthe problem of "agriculture, countryside and farmers", to eliminate dual structures and to reduce theincome gap between urban and rural areas, and to realize the social transformation of the importantaction. Based on the theory of Professor GUO Baoxi from economic development research centerof wuhan university "cultivated land labor proportion method", a rough estimation was made as tothe rural labor force to transfer in Shanxi Province, it has more than3million labors transferable. Itis a long-term and arduous task. According to the Shanxi Province Statistics Yearbook in2011, atpresent, compared with labors of towns, cultural status of rural labor is low in Shanxi Province.Low quality skill level of whole rural labor seriously hindered them to realize the transfer tonon-agricultural industries and transfer process of long-term employment in towns.In recent years, our province issued and implemented a series of rural labor transfer trainingpolicy, and rural labor training work achieved remarkable achievement, and their vocational skillsimproved obviously. However, there are still problems in terms of lack of overall planning oftraining program, training demands not fully mobilized, inefficiency training funds use and the lowtraining quality, the training mode to be bettered. Therefore, in order to improve the skill levels ofour province's rural labor and employment ability, and to promote them to transfer tonon-agricultural industries and to cities and towns, to promote the integration of urban and ruraleconomic and social development process, it is valuable research on the transfer training work andso to construct the long-term effective transfer mode.This paper comprehensively uses of method of literature review, questionnaire investigation,interview method, empirical analysis and regression analysis, based on the theory review and theconcept definition, and analyzes the relationship between the labor transfer and transfer training,and points out that the transfer of the labor forces who participate in the training are more likely tobe transferred and the income after training are always high, namely training status and whethersteady transfer have significant positive correlation. In clear of the importance of job training, basedon supply and demand of Shanxi Province, analyzes the present situation of rural labor transfertraining, this paper analyzes the current transfer training work problems in our province, anddiscusses the influencing factors of rural labor transfer, finally trying to build for the rural labortransfer training mode which suit for the situation of our province.Trying to build the model mainly includes five stages, and each stage is given respectively thedetail description and corresponding strategy, which aims to set up a training mode which can realize the sustainable development of transfer training work, and to promote and realize thetransfer of rural labor force efficiently and completely.The paper puts forward the safeguard measures to secure rural labor transfer long-term trainingmode in Shanxi Province the effective operation, mainly includes the base identification system,perfecting bidding system of transfer training projects, establishing direct financial subsidy trainingfunds and advertised open system, and etc.
