Since the1990’s, our country’s state-owned forest farms generally mired in dilemma, need reform urgently. In2011, the national leading group for reform of state-owned forest farms identified seven provinces as state-owned forest farm reform pilot, including Jiangxi, which will promote the reform throughout the province. With the "guidance to push forward the reform of state-owned forest farm released by Jiangxi government", the state-owned forest farm reform in Jiangxi officially kicked off.Based on the current file and literature about state-owned forest farm, this paper combs the concept of the state-owned forest farm and defines the concept in this study using qualitative analysis method. Based on the related documents issued by the competent department of forestry and the second-hand material about Hunan, Zhejiang, Gansu and other provinces, this paper reviewed the current situation of state-owned forest farm reform nationwide. Based on the primary and secondary information acquired from the department in charge of the reform of state-owned forest farms in Jiangxi by field research, described the present situation of the reform of state-owned forest farms in Jiangxi. Based on the firsthand data about the reform situation in80counties (cities) and the province’s social and economic statistical yearbook, adopts the principal component analysis and multiple logistic regression models for possible influence factors of differences in reform between counties is analyzed. Take the counties that "state-owned farms reform basically completed" as the reference category, came to that the other two classes are significantly positively related to population factors and debt factors, the "counties that haven’t started reform yet" have significantly negative correlation with forestry industry factors, and "counties that are reforming" have significantly negative correlation with economic factors. Using descriptive statistic method and correlation analysis method, analysis employees’reform satisfaction and willingness, found that employees’reform satisfaction is low while there reform willingness is high. Satisfaction with the "forestry income accounted for the proportion of total household income" is significant positive correlation with employees’reform satisfaction. Ecological public welfare forest farm worker satisfaction is higher than that of commodity forest farm. The lower worker’s monthly income is, the higher the household spending is, and the worse the housing conditions are, the employee reform willingness will be stronger.Put forward three Suggestions according to the results:first, increase financial input to the reform of state-owned forest farm, and introduce related policies as soon as possible; second, don’t blindly pursuing speed while increase the voice of employees; last, change management system, and vigorously introduce talents.
