Ananysis On County Urban-rural Coordinating Development In Changzhutan Region

Urban and rural areas are two regional units with particular meanings for local economic and social development. Their relationship is a regional relation that is formed by contaction with urban and rural areas for a long time. Their relationship changes from opposition and separation to coordination and interaction is a inevitable trend. Urban-rural coordinating development has been as a strategy pushing sustainable social and economic development by the country since the idea was first proposed by the sixteenth congress report. As one of the central development regions of the middle region and Hunan province, it is the analysis on county urban-rural coordinating development in ChangZhuTan region that has important theoretical and practical significance.Domestic and foreign experts and scholars have done lots of research on urban-rural coordinating development theory and practice. On the basis of summarizing previous studies, the passage builds a county urban-rural coordinating development measurement and evaluation index system, conducts vertical and horizontal measure and evaluation analysis of ChangZhuTan region county with the statistical analysis software and finds out the questions and reasons of county urban-rural development. Finally, the article proposes overall idea and concrete measures to promote the ChangZhuTan region county urban-rural coordinating development.The conclusion of the passage are as follows:Firstly, county urban-rural coordinating development is affected on the comprehensive level of county city development, the comprehensive level of county rural development and the comprehensive level of county urban-rural harmonious level. Moreover, in all counties, the high coordination degree counties have low comprehensive level of rural development. However, the low coordination degree counties have low comprehensive level of city development and urban-rural harmonious. Secondly, county urban-rural coordination degree of ChangZhuTan region presents the pattern on "high north and low south, centripetal gathering" in space. The county development level are significant different with each other. Generally speaking, north counties have higher county coordination than south counties, moreover, the counties near the ChangZhuTan central city have higher level than the other counties. Thirdly, ChangZhuTan region counties can be divided into three types:strong city weak rural type, weak city and rural type and weak city strong rural type. The first type counties should focus on the development of the country and give fair development opportunity to the country. The second type counties should speed up the construction of the main urban areas, strengthen urban comprehensive strength, and increase the institution building of rural areas. The third type counties should speed up the pace of industrialization and urbanization, promote the urban strength in order to drive rural development. Fourthly, we can improve ChangZhuTan region county urban-rural coordinating development level by seven measures as follows:establishing urban-rural coordinating planning system, constructing the rational urban network system, developing rural industrialization and agribusiness, optimizing county space structure, constructing urban-rural integration industry system, building urban-rural covering infrastructure and perfecting urban-rural coordinating rule.
