Study On The Construction Of Demonstration Area For Quality And Safety Of Agricultural Export Products In Laiwu City

Due to the differences in regional economy, culture and social governance structure, the situation of food safety in different regions could not be exactly the same, even after the legal system governing the management of food safety is established. Hence, highlighting the leading role of government, establishing and implementing the primary agricultural safety regionalization management system, and relying on the laws and administrative supervision to strengthen the safety of primary agricultural regionalization management have become an inevitable trend in the historical development. China has carried out extensive system of the agricultural export products regionalization management to break down the technical barrier by foreign countries, improve the quality and safety and ensure the extents and profits of export. There are49key counties/cities/districts, whose agricultural products are mainly for export, becoming the demonstration area with respect to the quality and safety of agricultural export products in Shan Dong Province, including the Laicheng district and Laigang district of Laiwu City. Laiwu City is also one of the three demonstration cities for the quality and safety of agricultural export products.This paper first analyzes the status quo of the construction of demonstration area in the quality and safety of agricultural export products, discusses the development of the domestic and foreign regional management of agricultural export product safety, and summarizes the general requirement and level of the construction of demonstration areas for agricultural export products safety in Shandong Province. After delving the status quo of Laiwu city in the construction of demonstration area for agricultural export products safety using the methodologies of documentary research, individual interviews and induction, it points out the problems existing in the construction of demonstration area for agricultural export products in Laiwu City by way of comparative analysis and systematic analysis. Possible solutions to these problems are provided in the final. It argues that remarkable achievements have been achieved by Laiwu City in constructing the demonstration area. The six systems it primarily established have achieved good economic and social benefits, including the standardization system of quality and safety of the agricultural export products, the controlling system of agricultural chemical inputs, the credit system of quality and safety of enterprises, the pre-warning system for supervising and monitoring the agricultural products’ quality and safety, and the track system, However, there still exist many imperfections. On the one hand, there are some specific problems such as uneven distribution of resources in the agricultural industry, low scientific and technological level and poor publicity. On the other hand, there are some common problems such as the inefficiency of the agricultural safety office and the inconsistencies in the national instruments of pesticide management. To solve these problems, Laiwu City should make efforts according to the local reality. By ways of innovative methods, extensive publicity and the increase of financial support, it should improve and enhance the construction of the six aforementioned systems. It shall adhere to one standard for both domestic and foreign markets, improve the safety of domestic agricultural products by enhancing the quality of agricultural export products, clear the administrative relationship in a higher level, and explore new ways to monitor pesticides and integrate the administrative resources. All these measures are helpful to overcome the institutional barriers in constructing the demonstration area. This article is designed to improve the systematic construction of Laiwu City as the demonstration area for agricultural export products safety, improve the level, and provide references for Laiwu City to become a national and typical demonstration area for the safety and quality of agricultural export products. Meanwhile, it will be helpful for other cities to construct the demonstration areas.
