In the era of knowledge economy, as the carrier of knowledge, human resources have become the key factors for enterprises to survive and develop. Face to the increasingly fierce market competition and constantly changing market, the competition for talents has become a war without smoke of gunpowder. And for the competition for talents in the final is the competition of talents incentive. Employee incentive system of enterprises is the important content of human resource management. It is a kind of management means, and the major problem to be solved is how to fully mobilize the enthusiasm of employees, motivate the staffs to work hard and complete the high quality work.After our country joins WTO and the globalization of financial, the CBRC relaxed the market access policy for branches of the commercial bank in2009, and a lot of city commercial banks began to rapidly expand, which leads to the homogenization competition in banking industry. In such a pincer attack from both inside and outside of the financial environment, the management of state-owned commercial bank development is facing grim challenges, therefore, how to build a good incentive system will decide state-owned commercial banks competition the crucial factor of success or failure.Make the M Bank branch in Shandong Province as an example, this paper uses the incentive theory to analysis the employee’s incentive situation, and then put forward to some proposals to help the M Bank branch in Shandong Province about the implementation of scientific and rational effective staff incentive (include training system, compensation management system, quality of work life and career management). It is good to M bank, at the same time, it also has some reference value for other similar enterprises, especially state-owned commercial banks business development to provide some reference.
