Loudeshi Wanbao New City Construction Of Two Type Park Strategy Research

Changsha-zhuzhou-xiangtan urban agglomeration was granted as a national comprehensive reform pilot area of "conservative-oriented Socity, environment-friendly Society"("Two-oriented" Society for short) by National Development and Reform Committee (NDRC) in December2007, which has provided Hunan regional economic development with great historical opportunities. Under this circumstance, Hunan provincial party committee and provincial government launched the construction of "two-oriented" demonstration sites of "5Demonstration Zones,18Areas" in2000. The strategic position of Loudi Wanbao Development Zone, founded in2011, is in rapid promotion, with more prominent development advantages because it is a core and representative area of Loudi Shuifu Demonstrative Area which is one of the "5Demonstration Zones,18Areas" in the construction of Chang-zhu-tan urban agglomeration.It has become a new promising research subject in the construction of Wanbao Development Zone to comply with new situation, use resources reasonably and protect the ecological environment better for the sake of exploring a developing path for "conservative-orienteal and environment-friendly" park economic construction and fulfiling the dual targets of economic restructuring and regional economy’s sustainable developmen. Moreover, this research is essential and significant for constructing Wanbao as a new urban demonstration zone,"conservative-orienteal and environment-friendly" industry cluster district, model area of urban and rural harmonious development and pilot area of ecological civilization for the purpose of promoting Loudi’s "Two-oriented" Society construction.This thesis first briefly introduces research background, theoretical and practical bases of "Two-oriented" Society and Park construction at home and abroad and illustrates its theoretic basis in details, i. e. sustainable development theory, circular economy theory, growth pole theory and ecological theory. Then, based on SWOT principle, it analyzes the status in quo and difficulties, opportunities and challenges to probe into the development strategy orientation. Finally, it gives advice on some suitable ways to the implementation and guarantee measures of the development strategies in constructing Wanbao Development Zone as a "conservative-orienteal and environment-friendly" Park. The author at present hopes that this research could extend the theory of empirical field in scientific development of Park construction on one hand and provide reference for the future development of Wanbao Development Zone and for the government’s making relative decisions in its construction on the other hand.
