Yunnan Mangshi Land Use Benefit Evaluation Research

Mangshi County is one of the best land ports in Yunnan and even China with aunique location advantages as the door of southwest Yunnan. In recent years, MangshiCity is at the stage of rapid development of economic and social, land demands for theconstruction of energy, water conservancy, transportation and industrial and miningincrease greatly, which makes rigid demand for land resources growing. Owing tolimited supply of land resources, Mangshi City must improve land use efficiency andoptimize the allocation of land resources in the socio-economic development process.By taking Mangshi City as an example, this paper evaluated the economic, social,ecological benefits of land use in the year of2000and2009, and put forward somesuggestions on high-efficient land use to promote sustainable development of landresources.Taking the counts of Mangshi City as evaluation units, an evaluation indexsystem of land use efficiency was constructed in the paper. AHP and Delphi methodwas used to weight indexes; comprehensive index model was applied to makeanalysis and evaluation of the economic, social, ecological and its comprehensivebenefits of land use in counts. The evaluation results reveal the following facts:(1) land use comprehensive benefit of Mangshi City showed an increasingtendency from2000to2009. In general, land use benefits of counts were all low, andregional difference of benefits was obvious. The ecological benefit was higher thaneconomic and social benefit in2000and2009, as a result that economic, social andecological benefits of land use in counts were in an unbalance state.⑵Cultivated land area decreased7545.71hectare in2000-2009, while the areaof garden plot and forest land increased slightly. Urban and rural construction landincreased by2779.67hectare, and infrastructure of transportation and waterconservancy was being gradual perfection. Unutilized land decreased sharply, by11875.79hectare in2009. ⑶Under new situation, supply and demand contradiction of construction landwas a very huge, especially between cultivated land protection and cultivated landused for construction in the plain area. On the one hand, owing to limited reservedcultivated land resources, the task of cultivated land requisition-compensation balancewas hardly achieved; on the other hand, the level of land intensive use was low, andextensive use of construction land existed.On the basis of above analysis, this paper finally put forward some suggestionson improving land efficiently use. Firstly, the government should optimize land usestructure and improving land use benefits. Secondly, improve input degree as well asadjust input structure. Thirdly, Strengthen land consolidation and enhance cultivatedland protection. Finally, promote the coordinated development on economic, socialand ecological benefits of land use. The research results were supposed to provide areference for local government implementing land resources management.
