Tourism, as the vital power to promote economy of under-developed areas, has a great development with vigorous support of the national and the local government. Although under-developed areas are very poor because of location and transportation, there are favourable eco-environment in under-developed areas. What’s more, some latent tourist resources are transformed to the actual tourist resources along with enhancement of the value cognition of humanity.The development of latent resources is of great importance to promote the instruction of under-developed areas and the coordination of urban and rural development. However, there are unbalanced development among society, the economy, the environment of the rural areas, which seriously influence sustainable development of the rural tourism, because of lacking of plans or unreasonable plans in most tourism of China’s under-developed areas, the existing of development’s duplication, utilitarian of the rural tourism, and inobservance of latent resources which have their own advantages.Therefore, it is very urgent to carry on the reasonable plans to the tourism in under-developed areas.On the basis of analysing the theory of planning of tourism in under-developed areas, this essay has a specific plan on latent resources of Yongan. It proposes the mainline of "leap-forward development, green rising", gives prominence to two themes of transformation and upgrade and construction of well-off society, implements three strategies of "establishing ecological village, reinforcing rural tourism, flourishing humanity village", and formulates overall plans and layout of "mainshafe belt, stringing up scenery spots, construction by stages". What’s more, it proposes several relevant development proposals such as improving the construction of infrastructure, exploring matching constructions and so on inorder to promote Yongan to be an eco-tourism village which is specialized in latent resources. The mainly contents of essay are listed as follows:The first part introduces backgrounds, researches the domestic and foreign progress of tourism in under-developed areas, rural tourism as well as the tourism plans, latent tourist resources, and summaries the basic questions of rural tourism.The second part studies theory of the rural tourism planning, and latent resources, such as the concept of under-developed areas and rural tourism planning, the types and characters, including domestic and foreign rural tourism concept, as well as development patterns, development principle and theory support of the latent tourism resources.The third part studies the theoretical principle of development of latent resources in under-developed areas, including theoretical support, development model, development principals and suggestions.The fourth part takes Yongan village in RuiAn as an example to analyze the specific plan of latent tourism resources and proposes a general idea of how to develop rural tourism sustainably.
