Analysis Of Small Coal Mines Policy In China

China is a country with the largest volume and consumption of coal in the world. Currently, coal still accounts for a significant proportion in primary energy consumption in China. In the economic development, coal resources play an important role. In our country, coal industry which is the basic industry of people life is very important, at the same time, it is very dangerous. Especially in recent years, the coal mine safety industril accident is becoming more and more prominent, and the number of deaths is increasing. The question more and more receives attention from nation, governmen and society.Usually in the public’s understanding, the coal disasters are always linked with the small coal mines, at the same time,this will inevitably lead to people questioning the policy of small coal mines. Why can not the coal mine safety production go out the ore difficult-governmen t-ore difficult strange circle throughout? Therefore, it has become quite important to analysis the small mine policy profunditily.The article carries out the rational analysis to the small coal mines policy and the implementation of the policy effects, taking the policy analysis elementary theory as a foundation, and integrating use of model analysis, statistical analysis, case studies and other methods. Firstly, this paper reviews the policy of small coal mines by the numbers from the early of reform and opening up to recent years, and summarize three stages according to the policy focus, namely:rectify stage(mid80-199820th); the stage of closing the small coal mine and compressing the yield(1998-2005); merger and reorganization phase (2005-2010years).Then, the third chapter describes the theorys and methods of policy analysis used by this study, such as rational approach, the incremental approach, mixed-scanning and specification-describes analysis, ethical analysis, quantitative analysis.Chapter IV using above theorys make specific rational analysis in-depth to small coal mines policy, and find that there are problems in the process of making policy.Then, through analysing the effects of small coal mines policy implementation in-depth, conclud that Guanjingyachan not achieve the desired results and the policy of merger and reorganization is also difficult to achieve harmonious and concordant development.Based on the above analysis, Chapter V reflect on the values of small coal mines policy and decision-making method. Finally, according to the reflectiong, concludes our future policy development should take the "scientific concept of development" as a guide, and make the rational model and incremental model combine actively. In other words,people should take rational analysis as the basis and framework, at the same time, absorbing the reasonable parts of the incremental model, and thus carry out the policy ideal, scientific and democratic.China’s small coal mines policy is only a small number of policy areas, and many problems are universal. But, our public policy making will eventually mature and efficient, with the reforming and developing of China’s economy and political system, continuous improvement of the supervision and management.
