Case Study On The Smooth Losure Of Small Coal Mine In Sichuan Province

In recent years,in order to resolve the problem of safe production of small coal mines,the state has carried out many rounds of small coal mine closure work,but the closure of policy implementation is not fully in place.The main reason is the small coal mine involved in much complex interests,not only from the local governments and the small coal mine owners,but also miners and the ordinary people around.The state has only issued a policy,transmitting the closure task,but how to shut down,whether the closure of coal mines are compensated and how to,where the compensation costs come from and what the process and so there are no detailed stipulated,resulting in the actual implementation that small coal owners "do not want to close","it can not be closed" because of the big resistance from all interests parties,the local government "do not dare to close" because of a huge and stable pressure,with the above three reasons intertwined,the policy is greatly reduced when implementing,even can not be pushed forward.In 2013,the Sichuan Provincial Party Committee and the provincial government gathered up human and material resources to made a determined effort to speed up the closure of small mines with the cooperation of the provincial,municipal and county levels at the same time.400 small coal mines were closed in the year of 2013 and 2014,in 2015 and 2016 the closure process continued.In less than four years,a total of 753 coal mines that have poor resources,relatively heavy disaster and weak market competitiveness were closed under the guidance,which accounts for 57.8% of the total number of coal mines,achieving multiple benefits the small coal mines closed smoothly on time,the production safety situation was improved and the industrial structure was optimized and upgraded,exploring a new path cracking the predicament.Based on the above background,this paper selects the case of the smooth closure of small coal mines in Sichuan Province for studying.With the collective action theory,stakeholder theory and public governance theory,the author dissects why the small coal mines closure policy could not be pushed forward,and analyzes the key factors for the success of the above case.The key factors are as follows: multiple measures and guidance simultaneously reached a closure consensus,multiple compensation balanced off the interests and multi-party participation specified the closure operation.Throughthe analysis of the above three key factors,this paper refines the successful practice of closing the small coal mines smoothly in Sichuan Province.With the detailed analysis and demonstration of the case,this paper analyzes the successful mechanism of smooth closure of small coal mines in Sichuan Province,and summarizes an inspiring operation mode that can defuse the situation of " difficult to shut down " for small coal mines,expanding safety production research perspective and enriching policy implementation theory.
