The development of economy in Resource-based cities had been an important economic pillar of starting development of China’s reform and opening up. The rich natural resource it contained have made outstanding contributions to China’s industrialization process. However, Resource-based cities are now facing resource depletion, and the natural resource increasingly scarce. On the other hand, as we all known, employment problem has plagued many regions of China, where Unemployment rate has been high and employment problems have been severely. What’s more, a country or region’s industrial structure is the interpretation of the core elements of local economic growth. The rationality of the industrial structure is a key indicator of regional economic development; the coordination between industrial structure and employment structure can reflect the quality of economic development in some way. According to the three factors above, how to solve the coincidence problem between employment structure and industrial structure in resource-exhausted cities become urgent priority, which is one of the purposes of this paper.In this paper, we select Fushun City for example to describe and analysis the coincidence between employment structure and industrial structure. The paper outlines the condition of development trends during ten years of employment structure and industrial structure of Fushun City from2001to2010. And the results show that:a. the rates of change of employment structure are much more lower than industrial structure whether it is the primary industry, secondary industry or a tertiary industry; b. employment structure deviations of the primary industiy and secondary industry are too high, what means industrial structure is unreasonable in Fushun City; c. the coefficient of variation for the employment structure of Fushun City is lower than the overall level of Liaoning Province; d. although the tertiary industry employment elasticity is higher than the first and secondary industry, it fluctuate in a big margin, while the nation’s tertiary industrial employment elasticity is stable.Therefore, we need to increase investment in tertiary industry and stabilize its employment elasticity to promote employment growth and solve the employment problem. In chapter Four, we promote several proposals to solve the problems proposed above. And we will applied these advices to other cities where resources are dry up.
