Countermeasure Study On Quality And Safety Of The Local Fruits In Hebei Province

This article is about the situation of the local fruits production, quality and safety in Hebeiprovince.The main problems and barriers of the local fruits quality and safety are analyzed, and thecountermeasures to strengthen fruits quality and safety, and to improve the quality level of the localfruits are presented.The results of the study show that, in recent years，the local fruits quality management of Hebeiprovince,especially pesticide residue control achieves remarkable effects, and the fruits quality safetylevel has been improved steadily. Although the pesticide residue that has been banned to use on fruittree and has not been allowed to detect in fruits have still been detected in recent years, but overalldetection rate decreases. It shows that there is the problem that the banned pesticides is used in the fruitproduction process.Looking up references, investigation, data analysis, using5M1E quality control theory, weresearch peasants quality, fruits quality and safety management system, inputs management, productionmethod, quality examination, influence to the fruits quality by ecological environment. The result showsthat the main influencing factors of the fruits quality in Hebei province are the lower quality of peasantsculture, science and technology, management and non intelligence psychology, as well as a household ofdispersion production management mode restricted to raise the quality and safety level of local fruits,these are important factors.The fruits quality and safety management system leads to cross betweendepartments duties, safeguard mechanism is not sound, which affects fruit quality and safetymanagement efficiency is the important inherent obstacles. Fruit production inputs management hasleaks.The fruit quality safety inspection detection system is weak, the detection capacity is poor, and thequality monitoring is not balanceable.According to the fruits quality and safety problems in Hebei province, combining the actualconditions of Hebei Province, we put forward6proposals to strengthen fruits quality and safetymanagement, improve fruit quality and safety level in Hebei province:(1)to straighten the fruit qualityand safety management system, perfect the laws and regulations system, standard system, traceabilityand accountability, security mechanism.(2)improve peasants’quality, strengthen rural base educationand occupation education, increase training strength.(3)to improve the degree of organization of fruitproduction, breed and expand leading enterprise, accelerate cooperative organization development.(4)topromote the standardization of production processes, strengthen fountainhead management, establishand improve the plant diseases and insect pests prevention and control system, construction ofdemonstration bases.(5)to strengthen the supervision and management of inputs, to combine specialrectification and routine inspections, implement the“black list” system, widen the safety inputs marketchannel.(6)to strengthen fruits quality inspection system, perfect monitor system, implement marketadmittance system, strengthen routine monitoring of fruits quality and safety.
