Collective forestland tenure reform held in some of provinces such as Jiangxi, Fujian,Liaoning, Sichuan and so on in2003. In2008, the Opinion of the CPC Central Committee andthe State Council Promoting Collective Forestland Tenure Reform has been issued. whichbrings up innovating institution of collective forestland management, specifying Transfer,realizing the transition from traditional to modern forestry. This research selects9provinces,2266household samples and4years data. The major variables include tenure reform, tenuretransaction, related policy, land endowment and factor investment. The willingness and scale tocirculate will be analyzed based upon logistic model and multiple variable regress method.The empirical results demonstrate that finishing reform or not have positive significantinfluence upon Transfer willingness and scale, while householder age with negative influence.Tenure service agencies have significant influence except circulating in scale. Forestlandinsurance, afforestation subsidy, forest cost, forest labor, bamboo income, timber income,householdsize, distance from village to county and forestland endowment bring significanteffect on Transfer willingness and scale, respectively.Farmers with Transfer have more family income, forestry income, forestland scale andforestry cost and labor than farmers without Transfer. Farmers circulating out have more familyincome and off-farm income, while farmers transfering in have more forestry income, forestryproduction cost and labor investment.
