During the period from1981to1987, household responsibility system was introduced tothe China’s southern collective forest region, i.e., three fixes, which have greatly impactedforest resources of the southern collective forest regions in China.By use of seven National Forest Resource Inventory data and economics model.According to the model of regression analysis, then put the regression results back to theoriginal model, estimate if there is no forestry “three fixes”, the quantity of foresland area,growing stock, stand area and stand stock in southern collective forest regions in China shouldbe. Then calculate the implementation of the forestry "three fixes" cause how much forestresouces changed. The paper analyzes direct and potential effects of the three fixes on forestresource in the southern collective forest regions. The empirical results indicate that forest area,growing stock, stand area and stand stock has reduced4.65million hectares,251.58millioncumber meters,4.00million hectares and248.15million cumber meters caused by three fixes.Without three fixes, the forest resources in the southern collective forest regions would bebetter, total forest volume, forested area, standing forested area and standing forest volume hasreduced3.08million hectares,232.46million cumber meters,3.87million hectares and308.75million cumber meters during the seventh National Forest Resource Inventory, and the reasonsare analyzed and policy implications are presented.
