In China’s current economic development and social transformation, the mostimportant trend is the development of urbanization. But in the rapid development ofeconomy of our country, the widening gap between urban and rural areas, has alreadybecome the hinder of our social and economics, interfering with sustainable of ourcountry. We have to make sure the agricultural resources (especially agricultural laborforce resources) successfully shift to other industry of our national economy, fornarrowing the gap between urban and rural areas, promoting the development ofurbanization in our country, to maintain steady economic growth is extremelyimportant. But the fast urbanization process causes the extensive management of ruralland and the land management presents the trend of aging and low skilled. Our realisticnational situation, the scarcity of cultivated land and big scale of populationurbanization, sets the new requests about the optimal allocation of land and labor.The most outstanding performance of rural land circulation is to effectivelyrelieve the contradictions of the rural land scattering management and scale operation,and to promote the rural land the realization of the scale operation. Under the guidanceof the promotion of economic power and policy, the farmers’ contracted managementof land circulation behavior increases gradually, circulation scale unceasingly expands,the flow speed quickened, preliminary forms the contracted management of landcirculation market in some areas. The paper start from the background of farmlandtransfer, introduces the reasons of farmland changing in Chongqing. In the part ofempirical analysis, through establishing the model, this paper selected the main factorswhich influence the farmland transfer. Finally, based on the analysis of the aboveconclusions,we bring forward to the suggestions of promoting farmland transfer, thiswill help to find out the way to solve the contradiction and problem of desertation ofthe farm land, improve the land utilization, promote to adjustment the agriculturestructure and stable agricultural production, and further more,it has the certainreference to speed up the agriculture development, and increase farmers’ income andpromote rural progress.
