China’s food security is suffering a severe situation,the challenges from unfavorablefactors at home and abroad. Since1999, farmers’ enthusiasm for growing grain has declined,with the continuous decline in grain production, which prompted the state to implement aseries of grain subsidy policies. Different types of grain farmers show different kinds of grainwillingness. The main purposes of this article are to clarify the status of implementation ofChina’s grain subsidy policies, and to analyse the impact of grain subsidy policies on thewillingness of farmers. And in the last,some policy recommendations will be put forward.According to the authoritative data released by the relevant Yearbook, the StatisticalBulletin and the relevant departments, We summarized the grain subsidies over the years.Thedata show that the size of China’s grain subsidies has been increasing year after year. Throughthe investigation and referring to the relevant literature, we summarize some existingproblems in the grain subsidy policies implementation process and analyse the influencingfactors of the willingness of farmers to grow grain. Then we give two typical cases to get theattitude of the large farmers and micro farmers in grain production and grain subsidy policies.We also establish a grain farmers satisfaction evaluation index system of grain subsidies andsupporting policies using Likert scale method. On the basis of existing data, we build aBinary Logit model to analyse the above influencing factors. In this model, both significantand insignificant influencing factors are analyzed in detail, especially from the perspective ofgrain subsidies.The main conclusions of this thesis include:(1) The policies have received good results,supported by the farmers, and improving farmers’ enthusiasm for growing grain.(2)Some largefarmers want to raise food prices, whereas micro farmers show their ambivalence in foodprices. To some extent, the excessive rise in agricultural prices offsets the positive effects ofthe subsidy policies.(3)If the family members’ non-farm employment skills can increase theirincome, the farmers show low interests to grow grain.(4) Farmers who have greater medicaland educational burden, tend to the cultivation of higher output of non-grain crops andengage in other occupations.(5) Due to the limited arable land, grain revenues accounting forthe farmers in the proportion of family income is very small.But if the arable land can beexpanded, the willingness of the farmers to grow grain will be enhanced.(6)Good terrainconditions are conducive to grain production activities. More agricultural labourers may better meet the labor required by grain production. The older the farmers, the more willingnessto grow grain. Farmers have complex grain mentality because of lower food income,heavyfamily burden, and unsound social security mechanism.In summary, we need to creat new subsidy forms, perfect the subsidy mechanism,andspeed up the legalization process of the grain subsidy policies. The level of rural socialsecurity and agricultural production and living infrastructure need further improvement toenhance the willingness of farmers to grow grain with the common improvement of thesubsidy policy and supporting policies.
