Shaanxi Provincial R&d Efficiency Evaluation And Comparative Study

Nowadays, science and technology play a key role in enhancing regional competitiveness. As the core of scientific and technological activities, R&D has demonstrated its unshakable importance. In recent years, as a major region in western China, Shaanxi province has been constantly increasing its R&D investment, but the effects are far from aspiration. Therefore, it has become a focus that how Shaanxi realizes the integration of R&D input and quality of growth of economy.This thesis is consisted of six main parts. Firstly, we introduce the background and the value of this study and the innovative work of the research. In the second part, based on the study of domestic and foreign related researches, we summarize the relation of the R&D efficiency and economic growth. In the third part, we introduce the features of R&D activities in the whole country and Shaanxi Province through a detailed display of data. And the characteristics of Shaanxi’s R&D will be figured out by comparison with those of comparable provinces. The fourth part is a major part. Using the evaluation model of R&D efficiency which was established on the basis of SFA (Stochastic Frontier Analysis) method, we conduct empirical research on the R&D efficiency of Shaanxi province during2004and2010. The empirical research shows that R&D efficiency of Shaanxi was in a comparatively low level, and it also showed steady downward trend. Then, we thoroughly analyze the reasons of R&D’s low efficiency in this chapter. In the fifth part, some policy suggestions will be put forward to optimize the integration of R&D and development of Shaanxi’s economy. Finally, we summarize of the study results, point out the shortages of the thesis and give out a farther research direction.
