| The paper is established in relevant theories of urban geography and input-output theory,adopts comparative study method,uses DEA-BCC model and DEA-Malmquist model in the data envelopment analysis model,which carries on comprehensive comparative study to Shanxi and Shaanxi province and 21 prefecture-level cities from the perspective of time and space in 2004-2013.The research shows :(1)From the time,(1)the analysis of DEA-BCC model shows that the comprehensive urbanization level of shaanxi province is higher than Shanxi Province at present,but in the technology condition every year,the urbanization efficiency of Shanxi Province is more than Shaanxi province since 2008.For the provincial capital,Taiyuan is always higher than that of Xi 'an.From the dynamic development level,the urbanization comprehensive efficiency of the two provinces of Shanxi and Shaanxi is increasing in 2004-2013 as far as integrity is concerned.But in terms of the 21 prefecture-level cities,the comprehensive urbanization efficiency level of Shanxi prefecture cities is increasing.The comprehensive urbanization efficiency of most prefecture cities in Shaanxi is decling.(2)In the technical changes condition every year,the analysis of DEA-Malmquist model shows that the total factor productivity is declined in Shanxi and Shaanxi province and 21 prefecture cities.It is the reason that the technology change is invalid.The dynamic development situation about the total factor productivity of shanxi prefecture cities is relatively better than shaanxi province prefecture cities.(2)Seen from space,Firstly,the high-level areas' distribution pattern of urbanization efficiency is relatively stable in Shanxi and Shaanxi province.Shanxi is basically locked for yangquan and luliang.Shaanxi is locked for tongchuan city.The medium-level areas of urbanization efficiency had shuozhou city,xinzhou city,jincheng city and yan'an city in the two provinces.The low-level areas of urbanization efficiency focus on jinnan region in Shanxi,yulin city,hanzhong city,ankang city and shangluo city in Shaanxi province.The cities of urbanization inefficiency also have own distribution characteristics.Shanxi shows scattered distribution that has datong city,taiyuan city and linfen city.Shaanxi is concentrated in the guanzhong area.Secondly,the dynamic of the total factor productivity in Shanxi and Shaanxi province has obvious regional difference,which is mainly caused by structural imbalances of thetechnical change.Seen from the spatial growth distinction of total factor productivity,the distribution pattern of Malmquist productivity index is that middle part is low and periphery is high in Shanxi Province,that north and south is high and the middle is low in Shaanxi Province.In addition,the spatial growth of Shanxi and Shaanxi province show mainly two types: strong noneffective growth type and weak noneffective growth type.(3)From a general view,there are four reasons that urbanization efficiency is inefficiency.Firstly,urban productive factors' inputs are too much,which make urbanization efficiency not achieve effectiveness.Secondly,configuration and use degree of input factor is unreasonable.Thirdly,the scale construction of urban development is unreasonable.Fourthly,there is a big gap between virtual science and technology level and theoretical science and technology level.In addition,facing the situation that shanxi's comprehensive urbanization level is lower than shaanxi in recent years,but its urbanization efficiency is higher than shaanxi province,the paper comes up with the suggestion that the high and low level of urbanization efficiency matches comprehensive urbanization level preferably as far as possible.At the same time,the paper respectively comes up with some improvement suggestions and countermeasures about shanxi and shaanxi province from the whole and the prefecture-level city perspective,which in order to ensure urbanization efficiency get real promotion and eventually realize the organic health and sustainable development of urban. |
