Therefore, rural water conservancy is vital to support the construction of the New Socialistic Countryside and the modernization of agriculture in our country.The introduction of the Central First Document "the Decision of Accelerating the Reform and Development of Water Conservancy from the CPC Central Committee the State Department" in2009, will provide a rare opportunity for the rural water conservancy to develop healthily and rapidly. The document pointed out:"Not only is water conservancy related to hydrological security, water supply security and food security. but also it is a matter of economical security, ecological security and national security.""We should place water conservancy in a more prominent position during the development of the cause of the party and state, put forth effort to accelerate the construction of farmland irrigation and water conservancy, promote water conservancy to realize leapfrog development, and do all we can to fundamentally reverse the situation that the water conservancy is lag behind through five to ten years. Until2020, a system of flood control, drought relief and disaster reduction ought to be basically completed, flood control capacity of key cities and flood control protected areas will be improved obviously and drought-resisting capability will be enhanced evidently." Not only did the document raise the value of water conservancy, enrich the intension and expand the function of water conservancy, but also it put forward newer and higher requests for the guarantee capacity of rural water conservancy, which made the status and role in economic and social development of rural water conservancy to be increased and strengthened further. However, as the construction of rural water infrastructure is deficient, the management is scanty and some long-term problems like ageing, disrepair and damage of existing facilities are becoming more prominent in the new environment that natural, geological and meteorological disasters are frequent, Hubei cannot turn into a strong province of water conservancy and the support and guarantee effects for agriculture and rural socio-economy development couldn’t be reflected fully and increased effectively. Therefore, we should strive to solve the long-term problems above, boost the resource advantage to be converted to economic advantage and enhance the guarantee ability of rural water conservancy practically, which can promote the healthy and sustainable development of rural economy and society positively.The paper consists of four chapters. Its main concern is rural water conservancy guarantee capacity of Hubei province. According to the actual construction and progress of Hubei rural water conservancy, it researches the rural water conservancy guarantee capacity in Hubei province from different perspectives by using AHP, a transfer of extreme values and linear evaluation model, which based on the evaluation index system of rural water conservancy guarantee ability. And then it puts forward relative policy proposals aim to promote healthy development of Hubei rural water conservancy, improve guarantee capacity of rural water conservancy and push the sustainable development of rural economy and society. The specific contents include:Chapter1is the introduction. This section recommends the background and the meaning of the selected title. Based on the requirements of our construction of new socialist countryside and agricultural modernization, it points out the future trends by analyzing and summarizing the current situation of rural water conservancy guarantee capacity at home and abroad. And then illustrate the contents and methods of the essay.Chapter2primarily discusses the evaluation index system and the evaluation model of rural water conservancy.
