| Labor relations of China have changed tremendously on the new situation, meanwhile,numerous conflicts; new problems in the labor relations area have emerged obviously. Itgradually becomes the main trend of Trade Union to perform various functions, to enlargeworking coverage, to enhance organizational cohesion, to serve the workers wholeheartedly,to organize and lead workers, and to safeguard workers’ legitimate rights. Human resourcemanagement of Trade unions in state owned enterprises has the problems that ideas areobsolete, and mode is rigid, which seriously restricted the execution from improving. Throughperformance appraisal, enthusiasm, initiative and creativity of Trade Union of cadres can bemobilized to enhance union’s cohesion and influence, which is of great practical significance.This paper takes SG Company Trade Union as research object, and bases on principles ofperformance appraisal and project management, by using BSC, KPI, MBO,360degreeperformance evaluation, WBS, AHP and other application tools in project management, thedissertation has successfully developed a performance appraisal system of the trade unionsystem and trade union cadres in SG Company Trade Union. Starting from investigation ofcurrent status of SG Company Trade Union and its human resources, existed problems areanalyzed combine with survey and Delphi. Then, the dissertation has put forward a series ofprinciples that a performance appraisal system, and import advanced management concepts,using BSC, WBS, AHP,360degree performance evaluation and other methods, DesignOptimization on Performance Appraisal System of SG Company Trade Unions, From thetrade union system, trade union cadres to optimize the design. Using weighted comparison,AHP and Delphi method, Determine the index weight. Pertinence suggestions of evaluationcircle, evaluation bodies, and implement and safeguard measures. |
