Along with the coming of economic age and becoming more acute marketcompetition,many enterprises have already recognized that competition core is thecompetition for high qualified staffs and paid more and more attention to development ofhunman resources management which is important to the continuous enterpriesdevelopment.Salary system and encouragement system are the most sensitive and importantpart of humman resources management and indicate their strong support to the enterprise corecompettion stength and realizing strategic target. The scientific and reasonable systems ofsalary and encouragement with competition strength will help enterprise to attract and keepqualified human resources,to encourage employeesto increase their organization efficiencymostly,to increase employees’inner quality,to excite their potential and to realizing their ownvalues and to manage enterprises’humman resources and other resources scientifically.This article collects,sorts out and analyzes the effect of encouragement system andrelevant data resulted from currently implemented “Position Points For Salary” and finds outits problems and reasons,meanwhile combining the strategic target for CSG(China SG Group)to creat an iron and steel enterprise group with international competition stength and theactual requirement for consideration of attracting and keeping qualified humanresources,encouraging employees to become qualified staffs in their own positions andkeeping advantages in qualified staffs,and based on integrate operation strategy and corevalues conception of CIS,it designs an encouraging salary system with a salatr system of“Method os Position Classing Points” as a main part and on a level of techniques. The thesisfirst introduces the main compensation theories both in and abroadand gives a briefintroduction to research about broadbanding empensation.Then, it analyzes the basicconditions and existing eompensation system of SG Steel ComPany. It also discusses thefeasibility of broad banding compensationin SG Steel ComPany.In the main part,the basicframe,proeess and proposal of designing broad banding compensation system in SG SteelCompany are stated.The last Part of this thesis is conclusion and outlook,which explains theweaklless of this program and states the expectation of compensation reform in SG SteelCompany.
