Butwith the rapid economic development and government encouragement and support, theengineering consulting firms in China develop rapidly. In recent years, with the technicalservices "going out" national strategy, the domestic engineering consulting firms havegradually taken abroad and compete with international engineering consulting firms inoverseas markets.As a typical representative of domestic engineering consulting firm under "going out"policy, X Design Institute began to expand overseas business in the Asia-Pacific, Africa,Middle East since1996. Due to the lack of knowledge services and knowledge managementconcern, X Design Institute lack of the system to summarize the overseas project experienceand lessons, and also lack of effective means on knowledge acquisition, processing, updating,and storage. This leads to the result that the knowledge is not effectively shared, and has adirect impact on efficiency and core competitiveness of enterprises.Based on role theory, definition and classification of the role of the X Design Instituteoverseas business knowledge service system has been made. Combined with the analysis andintegration of business content and knowledge service needs through the core businessprocess, the knowledge tree of the X Design Institute of overseas business has also beensorted.On this basis, the core of the knowledge base of knowledge services system andmanagement system were discussed,and the principles of system building and generalframework establishment of the overseas business knowledge service were explored fromthree aspects of technology, function, management. The article also mentioned the role ofknowledge processes and models designed to achieve.
