The migration of the population has been increased continuously since reforming and opening up, the human resource management of rural residents has many problems to analyze and resolve. Because of system of social security is diseased peasant workers are rarely developed、trained and educated as the object of human resource management because of the disease of social security system and other reasons about system and idea. In addition, governments put lower-cost in this aspect. The low professional technology level and the awareness of the law make this group has great demand on this aspect. The contradiction between supply and demand not only restricts the development of urban in China, but also increases the risk to social order. If we develop and utilized the renewable resources as human, it will play unlimited potential and create more value. Agricultural population take a large proportion of population, there are400,000,000farmer leave countryside for work in1994, but the figure is242million in2010, and most of the peasant works come back countryside to be rural builder at last. Double meaning of peasant works means that training good peasant works can not only promote the transform of reinvigorating China through human resource development, but also for the construction of the urban and rural areas, thereby laying a solid foundation for the rapid,health development, narrowing the gap between urban and rural areas.The phenomenon of peasant works is a Chinese characteristic which happened under the ground of the dual economic system, so we should study it on our national conditions. With the social problems leaded by the group of peasant works raise concern of socialists recent years, especially, as floating labor in urban, the problem of human resource management of peasants works get attention from academics in area of city management, administrative theory and human resource. As well as it’s a new thing happened recently, related ideas and studies are limited. This paper just raises own view after refers to extensive ideas, I hope it can give some reference for the way which can resolve it in real and the later who go on study on this subject.
