At present, China’s state-owned enterprises are in transition. Although the staff efficiency, the expansion of enterprise autonomy, increased economic efficiency have achieved some success after years of reform, its low efficiency, weak competitiveness and staff still exist, such as poor motivation, problems and constraints of state-owned enterprises. With the further deepening of the reform and increasingly fierce market competition, the reform of state-owned enterprises entering the research phase of how to break the bottleneck of its own and finding a new point of reform are particularly urgent. Proceeding from this, the author of the reform of the welfare system works as a breakthrough study, trying to find out the reasons impeding in the China’s SOE reform, and makeing recommendations accordingly.State-owned enterprises account for a large proportion of China’s national economy, its success or failure is directly related to the strength of our national economic. From a planned economy to a market economy, China does not have a fairly standard welfare system which was widely used in the enterprises, and the old, traditional "enterprise-run benefits" of high welfare system no longer applies to today’s economic development. Most of the state-owned enterprises know welfare system is very important, but the real welfare system for their own business does not work have well. Thus, in the fierce competition of the market economy, how to improve the welfare system of state-owned enterprises to stimulate the vitality of the state-owned enterprises to enhance the strength of state-owned enterprises, have been placed in front of us as an inescapable historical mission.From the comprehensive analysis of the current economic situation and the status of state-owned enterprises, we note it is urgent need to form a welfare system to ensure business strategy and business development closely, take full account of the labor market in general market, give priority to efficiency according to labor distribution to made a scientific and standardized system of state-owned enterprise welfare system in deepening the process of reform.Therefore, this article is committed to carefully study the problems of the welfare of the state-owned enterprises exists in the transitional system, try to make a modern economy to adapt to the developing needs of the welfare system, provide ideas to state-owned enterprises about reforming traditional welfare system reform, offer some suggestions to state-owned enterprises for the establishment of new welfare system.
