From this perspective, the author to study the staff welfare system as the breakthrough point of the reform of grassroots, tried to find out the cause that hinders China’s reform of state-owned enterprises, and put forward the corresponding suggestion.With the development of market economy, enterprises are facing serious welfare pressure, some state-owned enterprises began to change the human resources plan, will be part of the official staff into contract staff, or for the use of contract to hire new employees, which greatly reduce the welfare cost of the grass-roots staff, but because the welfare distribution or provided by the "big pot" form, leading to the grass-roots staffs work enthusiasm greatly weakened, thus improving the personnel turnover rate, make the enterprise The loss outweighs the gain. So in this background, the state-owned enterprises should pay attention to grasp the psychological characteristics of employees at the grassroots level, deep, clear, comprehensive, formulate a reasonable incentive mechanism, improve the grass-roots employee satisfaction of enterprise is be imperative, imminent work; but for the state-owned enterprises to speak, form of incentive is the main welfare, state-owned corporate welfare is seeking development in and private enterprises or joint ventures in the market competition, one of the important means, solid talent, for the grass-roots workers, only their own present and future life be the most perfect security, can put his whole heart into work, and create more value for the enterprise, therefore, reasonable and flexible benefits plan, for both the enterprise and staff has a very important significance. Based on the above reasons, this paper takes the FAW Group Company as an example, studies its basic employee welfare state, found that the enterprise level employees welfare level higher than other enterprises, welfare costs continue to increase pressure on large enterprises, enterprise level employees welfare awareness unclear, base layer on the welfare of staff satisfaction is relatively low, a comprehensive study of the based on the above problems, put forward some reform suggestions how to improve enterprise benefit plan,1 change the traditional ideas, make managers recognize the welfare incentive function, let the staff understand the enterprise in welfare spending 2 increase publicity, supervision, improve the welfare of investment rate of return of 3 design flexible welfare plan, let the staff have independent the selectivity of 4 set reasonable welfare policy, to ensure that the enterprise welfare fairness in 5 enterprises trying to provide performance level employees "soft" 6 welfare welfare policy and enterprise.
