In the current increasingly fierce financial competition environment, various commercial banks have to get out of the business and products are homogenized dilemma, invested enormous energy and funds for innovation, and to preserve their own advantages in the market on the. This is due to the competition in the market and customers for pressure; on the other hand is because of the environment becoming more and more complex, for state-owned commercial banks to improve their risk management level and management level of need.As state-owned commercial banks, the innovation field either in the product, service or management, whose goal is to produce a positive economic value or reduce the negative economic loss or risk. Therefore, to make innovation project to really play a role, to promote the process of critical, is related to the innovation the key ring. Good project should have a good process to ensure. Good promotion can make innovation projects demonstrate design expected economic benefit and social effect, and for the bank’s development to create a new way; not good promotion process will make the innovation project effect to produce discount or even failure, the value of innovation caused error estimates, not only reduces the innovation investment economic efficiency also may miss the chance of development.In the state-owned commercial bank system, promotion projects usually take intelligent organization, most of the project stakeholders and all the business related departments, projects for all types of resources mainly depends on the functional departments, all departments according to their respective functions to participate in project. In this case, if the state-owned commercial bank still adopt conventional mode of operation under the Department of management, the project is very difficult to achieve the desired results, therefore, can adopt the stakeholders related management theories to participate in project each department coordinator.This paper use the theory of foundation with state-owned commercial bank special organization structure and operation mode, through to the state-owned commercial banks innovation promotion project internal stakeholders of the recognition, classification, requirement analysis, coordination, evaluation and a series of measures, the participating departments form resultant force, active cooperation and collaboration, avoid project completely from one Department to complete independence, thereby better achieving goals.In the first chapter of this paper made clear the purpose and significance of the research, and put forward the research frame; In the second chapter, related literature are analyzed, and described the support and defect to the research.The third chapter in the state-owned commercial bank extension project scope and objectives were identified on the basis of internal stakeholders, from the identification, classification and requirement of internal stakeholders for research. Through the establishment of demand analysis matrix method, the internal stakeholders needs to be quantitative assignment, to various stakeholders in the project importance to assign weight to determine, in combination with the same demand content of various stakeholders are satisfied in order of priority, as well as stakeholders to meet the needs of different priority.In the fourth chapter of this paper is mainly on the state-owned commercial banks to promote the project internal stakeholder coordination and evaluation of the relevant research. Stakeholder coordination problems not only with some kind of means can be a good solution, but a variety of methods combined action result. This paper is mainly through the stakeholders of the project roles, communication, motivation and conflict management four aspects measures to fulfill stakeholder coordination between. In addition to the stakeholders of the evaluation to detect the stakeholders in the project performance, and for the bank organization on functional departments of the assessment, offer a basis for evaluation, and the evaluation itself involved on the project departments also play a restraining effect.This article from the perspective of stakeholders to state-owned commercial bank innovation promotion projects participating departments coordination problems, and achieved certain results, to get a relatively complete set of management ideas and methods. Along with China’s state-owned commercial banks operating mode, organizational structure and management innovation and progress, this one train of thought and method in need of continuous research and improvement.
