As the world multi-polarization and the development of globalization, the world economy pregnant with the significant adjustment and change is the growth mode of a original unsustainable,2it is development concept and mode face adjustment. Human resource has become the core of the enterprise resources, training and professional development system as a human resources management is an important part of. In China’s reform and opening up under the background of30years, as China’s economic system reform of the continued in-depth, more and more enterprises is aware of the employee training and professional development in enterprise strategic target implementation of the key role, and to the training of the staff and develop career development enterprises to gain the competitive advantage as the important means, mentioned the strategic height. How to more specific construction of grass-roots staff training and career development system, has become the focus of attention of the enterprise more and more problems.NW is a company affiliated to the southern power grid of power grid corporation, with power grid’s further the reform, especially ahead of the power network operation into the market competition of the reform tide, the company also need to create a NW batch of high quality team to adjust to the power grid reform. Therefore, this article chose "grass-roots staff training and the NW career development scheme design" argument.This paper in the study used the literature research, data analysis, analysis induction and questionnaire investigation method. Through the company’s grassroots employees NW sampling survey found that employees of the company to the NW company’s current training and career development plan satisfaction is very low, and more than60%of the staff of the career development plans are discontented, another company employees of the NW training demand analysis are not perfect, lead to the grass-roots staff training NW needs are not being met, and all kinds of assessment system is only superficial type "paternal" levels, causing many public injustice phenomenon and so on.This paper, by the staff of the company to NW training needs and current career development system problems with which is popular in training and professional development of enterprise planning scheme, put forward the basic training of staff and the NW career development plan design, design the three career development channel, respectively is management technology channel, and channel, and training division channel, and design two big training platform, training needs analysis, training evaluation, career development plan, thus establishing a complete set of scientific training and career development plan.This paper is the place of the innovation of the three development channel design, through the three development channel design, assisted by a complete set of training system, open up a new kind of training and professional development operation scheme.The employees of the company NW scientific and effective training and career development management, can not only make a batch of high knowledge, high technology, high level of high quality business team, still can be in the company ChuangXian play the way NW communication innovation function, to help promote the implementation of the strategic plans NW. In high efficiency of enterprises, and the effectiveness of the still can maximize the personal value, the real do enterprise and individual synchronous development, realize the individual value realization and enterprise efficiency pursue common development. In addition, grass-roots staff training and career development scheme was set up with an eye to future grid reforms, for the long-term development of the company to provide better talent guarantee, make the company in NW introduce a competitive mechanism of power grid management market keep sustainable competitiveness and development power.
