As a necessary part of market-oriented economy, social security system plays an important role in healthy operation of the labor market. Sound social security system can adjust the structure of labor force and promote rational allocation of labor resources. Throughout the situation of our country, on the one hand, social securities among different departments, regions, urban and rural are partitioned, on the other hand, the supply and demand among these labor markets are serious unbalanced. To a certain extent, the social security system had hindered the rational allocation of labor resources in our country. In order to promote reforming of social security system to make it better, the paper studies the mechanism of how the social security influences the labor force’s behavior.In order to analyze the mechanism, the paper built an employment decision-making model based on rational choice theory, social integration theory and bounded rationality theory, which make social security as an independent factor of employment decision-making. This proves different social security system can make different influences on employment options. The article uses evolutionary game model to analyze interactive evolution of the labor force decisions and the social security system. Then making the final conclusion:in order to promote the rational allocation of labor resources, we must establish a fair social security system.On the theoretical basis above, this paper made two aspects of the empirical research. The macro aspect found that there is an empirical linkage relationship between the intersected status in the institutional-protecting and marketing sector of social security system and the imbalance status in the two-sector of the labor supply and demand. And the micro aspect analyzes the behavior makers of the employment, taking college students with higher human capital content as an example, have different choices when they face different social security. Then the paper concluded that the difference of the social security system in enterprises and government organizations have an important impact on College Students’ employment decisions, which can explain that why there is a serious shortage of the supply of higher human-capital employment.According the theoretical research and empirical analysis, the paper concluded that: the labor subjects, which are bounded rationality when making employment options will be subject to the factors of the social security system and make different choices. And the reform of the social security system is in line with the game behavior with labor force’s employment options. Now the intersected status between the institutional-protecting and marketing sector of social security system has an important factor in imbalance between supply and demand of the labor market. In order to play the role of the social security system for the allocation of labor resources, we must accelerate the establishment of fair and uniform social security system.
