Employment is a vital problem which concerns the national economy and the people's life. The proposal of an overall planning of the urban-rural employment is based on the divided labor market between city and country, the unbalanced government policies in favor of the city residents'employment, which take priority of the urban stability during a long period in history. At present, many of the systematic and policy-based obstacles restricting the employment transfer of rural workforces have not been eliminated yet. Some unreasonable rules and discriminating policies still exist, especially that the urban-rural division in the employment system has already become a bad barrier in the construction and perfection of socialistic market economy.In order to turn it into reality, system innovation must be taken with the government as its principal body. In particular, labor and social security department should restructure itself and reinforce its function of the overall manipulation in terms of building the united labor market, employment regulations, training system and social security.Thus, based on the practical condition of our country as well as the theories of workforce transfer and government functions, this article gives an analysis of rural workforce transfer and the functions Zhucheng labor and social security should perform in the process of the coordinated employment of urban and rural areas, and takes the practice of Zhucheng city fox example, which implements the coordinated employment of urban and rural areas, and presents systematic reforms and concrete measurements to carry out the coordinated employment of urban and rural areas, and for the government to boost the coordinated employment in urban and rural areas.
