Along with the continuous advancement of knowledge economy era, and the gradual deepening of the market economy, joint-stock commercial banks have entered a rapid expansion period in the21st century.As a fundamental driving force in the development of modern commercial banking, Financial innovation must be created by professionals through the re-combination and creative change of various elements. Human resource,as the most valuable resources of commercial banks, is the core driving force of all the banking business developments the brutally competitive market, human resources is the key to commercial banks.A bank Liaocheng branch is a newly established branch of national joint-stock banks with staff of different background. How to establish effective performance management system to hold the majority of employees quickly together, enhance the team’s cohesion, improve team performance, strengthen their sense of ownership, is becoming the future healthy development of urgent basic subject to be solved.In order to design the bank development strategy in the next few years,there are needs for analysis of performance management.Through the analysis of status of the performance management system,the existing problems were analyzed:1, there is no established performance management system;2.the broad contents of the management performance appraisal is broad,but of a single species and unclear priorities;3.strategic objectives, failed to effectively implement the indicators of management performance appraisal.Then use of360-degree performance appraisal method, key performance indicators and balanced scorecard card will optimize and improve the performance management program of the administrative department of A bank Liaocheng branch.We expect that this solution will promote the establishment and implementation of the performance management program, lead the administrative department of the bank to further improve performance management, help employees to enhance their sustainable ability, and to achieve its strategic development goals. Nowadays many commercial banks are in the fierce market competition, we hope that we can learn from some of the research results to further enhance their market competitiveness.
