With the rapid development of technology and information, the era of knowledge and economy characterized by intelligence, networking and electronic has arrived. Financial information technology and globalization have a huge impact to our traditional banking. All size of commercial banks around our country with different backgrounds, different management has sprung up together, various commercial banks have to face more intense and brutal competition. The crux of the problem is how to achieve lasting vitality and developmental potential. Solving this problem could not only help bank managers to raise the level of internal management, but also help the government to take more scientific strategies and actions on banking supervision.The theoryof the learning organization is one of the most cutting-ed management theories.International modern enterprise carries it as the management canon because of its main features such as powerful transformative learning, environmental adaptability and innovational development. In recent years, Binzhou Agricultural Bank of China has not really established a learning organization in the process of introduction and construction because of formalization, superficial Reorganization and no advanced experience. So the advantage of the learning organization and management theory has not fully been exploited.The author focus on the practice of the learning organization theory, using Empirical research, case analysis, specification definition method, literature research, comparative analysis and questionnaire etc to fully grasp the basis of a large number of cutting-edge theory of learning organizations around the Binzhou Agricultural Bank of China, building a learning organization status quo., highlighting contradictions and obstacles, an accurate grasp of the learning organization connotation, and a deep understanding of the values advocated by the learning organization theory, philosophy, culture and management model, and close contact with the external environment, the current bank to create a new concept, the design of new structures to create new processes, the introduction of new mechanisms to solve current practical problems, learning organization theory, practical guidance on the role of specific applications to achieve to create a learning organization and improve the ability to change, in order to build the purpose of the the Binzhou Agricultural Bank of the core competitive advantage. The paper is divided into seven chapters:Chapter1introduced the research background and significance of the topic, and gave a brief introduction to the ideas and the logical framework, and summarize the innovation of this paper at last.Chapter2discussed the connotation of learning organization, and then introduced the relevant basic theory, paving the theoretical basis for the subsequent analysis.Chapter3described the history, current status, characteristics and background analysis of building a learning organization in Binzhou Agricultural Bank of China, and stated three stages of building learning organization as well as the advantages and disadvantages, then analysis restricted factors and further clarify the need and favorable conditions to create a learning organization.Chapter4introduced three learning organization building experience, We can find new ideas and new methods from the world’s most cutting-edge learning organization to provide experience for Binzhou Agricultural Bank of China.Chapter5analyzed multi-angle design of Binzhou Agricultural Bank of China combined with practical work, stated constructive advice from institutional setting, job design, functional adjustment, and business process reengineering and other aspects. So as to give microscopic design support building a learning organization mechanisms and patterns as a whole.Chapter6implementation of construction management mechanism based on the learning organizationt.Chapter7discussed textual conclusion of natural derivation and outlook by above each chapter.In this paper, the practical application of innovation in building a learning organization in Binzhou Agricultural Bank of China is mainly reflected in the following areas:First, the author familiar with the basic theory of learning organization on the basis of three international cutting-edge learning organization practice the theoretical summary presented a contrast to comments view on the learning organization at home and abroad, that the Binzhou Agricultural Bank of China at this stage building a learning organization must be based on national conditions and the Agricultural Bank of truth.Second, design the Binzhou Agricultural Bank of China a flat organizational structure, division of functions suitable for the posts of the social environment as well as customer-facing the business processes of the market, with practicality and maneuverability.Third, the construction of the Binzhou Agricultural Bank of China based on the six mechanism.Because of variety of reasons, inevitably subject to some limitations:First, due to different national conditions, there must be idealized design.Second, the Binzhou ABC management model may be more subject to direct management and leadership requirements of the Agricultural Bank of China head office and provincial branches, an increase of learning organization building and implementation of uncertainty.Third, because the actual business and institutional functions with the environmental changes quickly adjust This article has not too much to cut into the micro-operation in specific businesses and functions.
