China’s economy has to develop in recent years, but the regional economicdevelopment is not very balanced, natural resource in all areas are different, China’sefforts in the area of public administration can not meet the requirements of regionaldevelopment. Domestic experts and scholars do a lot of research on achieving thebalanced development of the region, including industry transfer which is one importantway. Although the mainstay of the industry transfer and industry relocate are businesses,but the actual decision-making of regional economic development needs of localgovernments to implement. One of the major problems about achieving the balanced ofregional economic development is: how to carry out and innovation the planning ofpublic management in regional economy, and coordinated development among regionsand optimal use of resources.Domestic and international have more in-depth theoretical study on industrialtransfer of the region, but the study about mainstay of the industry transfer is stillrelatively small. Because have many factors affecting the regional industry transfer, sothe efforts of the main role are different. The transfer of the regional industry as a one ofthe key ways of regional economic development and urban-rural development,effectively transfer regional industry is conducive to regional industrial structureoptimization and resource elements of geographic mobility and the formation ofindustrial clusters, but during the implementation of industrial transfer, also need tofocus on the ecological environment protection, and combined with social andeconomic benefits, in order to achieve the sustainable development of regionalindustrial transfer. This requires that the role of the market mechanism, and throughgovernment led the main roles of industrial transfer, which common to carry out thework of industrial transfer. The central government macro-control of the overalldirection of the regional industrial transfer, the local government to play its owncomparative advantages, and use of special resources to create regional corecompetitiveness. The regional government in the developed region guide companies totransfer the industries of which have been carried out or not suited, and the introduction of new industries in the region needed to optimize the industrial structure, and to protectscarce resources; the Government in sub-developed areas formulate a policy toencourage enterprises to reform and transformation, and undertake high-qualityindustries from developed areas, to improve development effectiveness. Meanwhile, theregional industrial transfer also need to accept the supervision of the community whichincluding the third sector.In this paper, industrial transfer theory as a starting point, and the gradient transfertheory as the theoretical support for full text. Through the industrial transfer theory andthe behavior characteristics and factors affecting research of the "Enterprise-Localgovernment-third sector" in the industrial transfer mode, and factor analysis ofindustrial transfer effects, in order to sum up the guiding role of local government inthe industrial transfer of regional cooperation, and trying to on the three dimensions of"economic development-social harmony-environmentally friendly" to establishoptimum mechanisms for the industrial transfer and government policies, which toguide the different regional intergovernmental industrial transfer properly andeffectively development.
