Urban public transportation is a very important part of traffic and transportation, also is a product of urban development and the crucial link of social production and circulation areas. All countries in the world are faced with the rapid growth of vehicle, serious urban traffic congestion and the declining level of public transport services when they developed urban public transportation. Simply relying on those measures such as road expansion, operational vehicles addition, restriction on the purchase and driving is not working on improving the situation. In order to effectively alleviate the traffic pressure to meet the travel needs of residents, we have to proceed to adjust the layout of public transport and organizational structure. Tianjin as the central city of Bohai Economic Rim, has good geographical advantages. On this basis, a new planning on the central urban area of Tianjin make the district enjoy the strong momentum of development. Central urban area of Tianjin could become an example of public transport links research to explore the assessing methods of public transport links and development of countermeasures. In order to achieve an accurate grasp of layout and organizational structure of the public transport system in the central urban area of Tianjin, the author uses geographic information system (GIS) technology to deal with the data of bus stops, bus running lines, etc. Using spatial analysis techniques and statistical analysis methods, this research make the evaluation of this quantitative indicator—public transport convenient, namely the ease of the public transportation of the central urban area of Tianjin. Then it proposes appropriate countermeasures to improve the level of urban traffic management, the function of the urban transport system and the rational distribution of public transportation network to provide advice and support. Through research and exploration of this article, the research mainly from the following aspects to carry out:(1) The status and role of public transport in urban development. The paper summarize the relationship of public transport and urban development theory, then compared to the international metropolis of public transport development model to analyze the situation of the development of public transport in central urban area of Tianjin, in order to lay the foundation for in-depth analysis, evaluation.(2) Convenient evaluation on the public transport of the central urban area of Tianjin. Firstly, author establishes the underlying database including bus stops layer and bus lines layer based on the GIS software-based platform. Then use GIS spatial analysis function to make the site density analysis, the site nearly service area analysis, site reachability analysis, while making reference to the line density, line repeat coefficient index calculated based on the circuit layer. Finally using four clustering factor including the population density, line density, line repeated factor and site coverage conduct subregional gray cluster analysis, to evaluate the convenience of public transport of central urban area of Tianjin in the macro. Based on the convenient evaluation, convenience of public transport in the central urban area of Tianjin is showing concentric space characteristics. In the spatial analysis of the bus station, six districts including Hexi District, Nankai District, Hedong District, Hebei District, Hongqiao District reflect strong advantage, public transport situation are more convenient; compared to the six central districts, Beichen District, Xiqing District, Dongli District and Jinnan District’s public transport links have the larger gap. According to the gray clustering system, six central districts belong to the first category; Beichen District, Xiqing District and Dongli District belong to the second category, while Jinnan District’s public transport development level is lower which need to make great efforts to improve.(3) Based on the above studies, and combined with the Tianjin urban public transport development plan, analysis direction of the central urban public transport development, then propose corresponding countermeasures and suggestions for the central urban public transport infrastructure planning and development. Based on evaluation results, some suggestions are giving from three perspectives:Firstly, optimize the public transport system structure and improve the overall level of service for public transport.
