| Agricultural-leisure tourism, to be the new industry covering three industriesand making it cross-linked, which has obvious advantage of low-investment,low-energy consumption, low pollution and high profit, and plays significant role inoptimizing regional industry structure and accelerating economic and socialdevelopment. Therefore, developing the agricultural-leisure tourism has been theinevitable choice for development of peri-urban administrative area withmechanism of urban areas helping rural areas.This thesis starts with relevant concept and theory of agricultural-leisureindustry, briefly introduces the agricultural-leisure tourism development status quo inHetang district, Zhuzhou, Hunan province, analyzes some outstanding issuesincluding low development level, planning deficiency and unobviousness of brandcharacteristics for current agricultural-leisure industry and causes for such issues. Onthat basis,4aspects are proposed as ideas and countermeasures against it withreference of advanced experience in developing agricultural-leisure tourism in Chinaand overseas, which are, strengthening planning and guidance, improving industryallocation, promoting industry basis and setting up boosting mechanism(policysupport mechanism, market-driven mechanism, publics participation mechanism andregulation management mechanism).Lastly, by analyzing development of agricultural-leisure tourism in Hetangdistrict, Zhuzhou, general ideas are concluded to develop agricultural-leisure tourismin peri-urban administrative area with mechanism of urban areas helping rural areas.That is, government, association and individual owner should change way of thinkingand bear new industry development concept in mind, correctly define functionaldivision for government, association and individual owner during development toenable them be functional in aspect of macro, medium and micro views, respectively,approaching to path of characteristic development with innovative ideas according tolocal circumstance permits. |
