On the basis of introduction ofTobacco Monopoly Bureau of Guidong County，the paper analyzed its trainingsituation, then the use of survey method was carried out on the training of managementstudies proved problems on training management of Tobacco Monopoly Bureau ofGuidong County, and in-depth dissection of the reason. Then the pqper made designprinciples for training management system of Tobacco Monopoly Bureau of GuidongCounty, building a training management model, that to enhance the establishment ofsupport mechanisms of Monopoly Bureau managers；to improve the company needsanalysis； to create training and transformation mechanisms；focusing on evaluationmechanisms. Finally, from such five aspects as organizational culture, organization andideology, incentive and restraint mechanisms, training funding and informationtechnology, the implementation of security on staff training management system inTobacco Monopoly Bureau of Guidong County are discussed.
