China tobacco since the beginning of2001in the tobacco industry as a whole theimplementation of the internal management system reform, the tobacco industry ispreliminary build" attributive clarity, authority duty clear, protection is strict, be on themove smooth " system of contemporary property right. After several years ofsignificant changes, the tobacco industry is now standing at a new higher starting point,shoulder more responsibilities. At the same time, Guidong County Tobacco MonopolyBureau more aware, as the industry reform continued to deepen, brought new ideas,new knowledge, new skills, the constant change, industry training needs rapidexpansion, the training content" newer, wider, deeper", training effectiveness requirestronger, training success, effect of training directly affects the quality and process ofthe reform, at the same time, the reform of the management system of induced CountyBureau function change, organization of training management also raised newrequirement.In this paper, as the study background, purpose and significance the starting,theresearch situation are reviewed, then it presented the main elements of the study, anddescribed the important research methods and ideas. On the basis of introduction ofTobacco Monopoly Bureau of Guidong County,the paper analyzed its trainingsituation, then the use of survey method was carried out on the training of managementstudies proved problems on training management of Tobacco Monopoly Bureau ofGuidong County, and in-depth dissection of the reason. Then the pqper made designprinciples for training management system of Tobacco Monopoly Bureau of GuidongCounty, building a training management model, that to enhance the establishment ofsupport mechanisms of Monopoly Bureau managers;to improve the company needsanalysis; to create training and transformation mechanisms;focusing on evaluationmechanisms. Finally, from such five aspects as organizational culture, organization andideology, incentive and restraint mechanisms, training funding and informationtechnology, the implementation of security on staff training management system inTobacco Monopoly Bureau of Guidong County are discussed.
