Research On The Evaluation Of Entrepreneurial Environment For The Peasant Workers Returning Hometown To Venture In Hunan Province

China is a large agricultural nation. The issue of its agriculture, countryside and peasants, shorted as "Three problems of agriculture", is the fundamental problem which is related with the whole situation of The Party and nation. How to maintain a stable increase for peasants is the core of "Three problems of agriculture", and migrant workers who return home generating new entrepreneurs can provide an efficient way to absorb rural labors to be employed, to increase peasants incoming, to promote the construction of new rural communities and agricultural modernization.In recent years, especially since the global financial crisis in2008, the significance made by those new entrepreneurs to social and economic development has received high appreciation from the Party Central Committee and the State Council, who required governments at all level to formulate corresponding policy to create good entrepreneurial environment for those returning migrant workers.As a large labor province, Hunan, putting great emphasis on the pioneering work, has unveiled a series of policies successively to optimize entrepreneurial environment,However what kind of environment is beneficial for returning migrant workers to start up? What sort of factors are consituted of entrepreneurial environment? How to make a quantiative evaluation about entrepreneruial environment? Presently, few scholars have made targeted reaserch in this aspect at broad and home.Proceeding from some relevant reaserch documents at broad and home, combined with its characteristics, this paper analysed how those factors to compose of entrepreneurial environment, and proposed the principles to build index system of environmental evaluation.And thanks to the basic works, the index system has been firmed,eled from14level cities of hunan province repectively, one county or one county-level was set as the sample. Later, some reletive analytic methods were applied to advance a practic reaserch on entrepreneurial enviroment of hunan province,such as analytic hierarchy process and factor analysis. The results show that: Hunan migrant workers returning home for business environment elements of development pole disequilibrium;most county or county-level city hall to support low scoring.finally, some suggestion were advocated to optimize environment of hunan returing peasants.
