Because of China's reform and opening up,the scale of private economy has enlarged unceasingly,and the innovative ability of private enterprises has enhanced constantly,so far,the amount of Chinese private economy has accounted for over 50% of GDP,and has provided more than 70% of employment positions,private enterprises have become the largest enterprise group in China,they are an important force to promote the growth of national economy and the full employment of urban and rural areas.However,with the economic downward pressure gradually increased in partial areas of China in recent years.Individual private enterprises face with difficult situation in operation and management.Enterprise mergers and acquisitions,restructuring,closure,and so on are increasing,the private enterprise management state of struggling makes problems gradually highlight in the field of labor relations of private enterprises,mainly for enterprise employees shunt placement of controversy and even the frequent occurrence of mass incidents,employees safeguard their legal rights with the extreme ways caused by delay of wage,and so on.The instability of the private enterprise labor relations is not only having a disadvantage for the obtaining of labors' legal rights and interests,and increased operating costs and private enterprise management risk,which hindered the further development of the enterprise,even to a certain extent,has a negative effect to the healthy development of social economy and the construction of a socialist harmonious labor relation.In recent years,the private economy of Chengdu developed steadily.The growth of the number and the scale of private enterprises have a significant effect in stimulating economic growth,employment,etc.Private enterprises have become an important force to promote the economic and social development of Chengdu.In the aspect of building harmonious labor relation,the private enterprises of Chengdu in recent years also has obtained relatively good results.In terms of policy design,it improved a series of labor relationship security policy such as social security,minimum wage,etc.In the aspect of system construction,it established the enterprise labor relations supervision system,innovated the way of the labor security law enforcement.In event organization,it carried out a series of activities such as the labor relationship to create in whole city.But at the same time,the private enterprise labor relations area of Chengdu still has many problems,such as unequal labor contract signing,infringement of rights and interests of workers is relatively serious,enterprise unions role play is not obvious,which lack the force of labor supervision arbitration and mediation,rising labor relations complexity and instability,and so on.Therefore,this article makes a systematic analysis and research for problems and the causes of problems of Chengdu building private enterprises harmonious labor relationship system through visit and investigation and study,based on summing up the past Chinese and foreign scholars for the researching of building private enterprises harmonious labor relations,and put forward the countermeasures and Suggestions for building private enterprise harmonious labor relation from government by using the United States,Germany,Sweden,three developed countries' related experience for reference,combining the reality of the development of Chengdu.From the perspective of government,they need to improve the relevant laws and regulations,strengthen the labor supervision,optimize the function of government trade unions.From the perspective of enterprises,to optimize human resources management mode,perfect the enterprise internal mechanism,strengthen the construction of enterprise culture,put people-oriented management into practice,and play a role of enterprise trade unions.From the perspective of laborers,they need to enhance culture quality,firmly establish a legal consciousness and further improve the professional skills and professional ethics.I Hope,the conclusions and viewpoints of this article could provide certain assistance to promote the harmonious and stable labor relations of private enterprises,the expansion of the private enterprises healthy and the sustainable development of Chengdu.
