Countries in the world practice proved: any one country’s industrialization andurbanization process must be accompanied by agricultural land converted tonon-agricultural land, i.e, non-agricultural land process. With China’s socio-economicdevelopment and the accelerated process of industrialization, urbanization, theurbanization rate of continuous improvement, the scale of land conversion is alsoincreasing in recent years, showing the trend of accelerated development. China is acountry, population pressure, high-quality arable land, the obvious contradictionbetween people and land. Conversion circulation of our land is not only a simpleallocation of land resources, is also related to China’s industrialization andurbanization process. Especially in the rapid economic development, agricultural landincreasingly into non-agricultural land, has been a serious threat to our country’s foodsecurity, and even endanger the social stability of our country. Therefore, conversionof land-related issues is an urgent need.With the development of urbanization, intensive use of land improvement in thelevel of people’s livelihood, farmland protection issues have become increasingly puton the agenda, but economic development and social progress, urbanization, roadsshould continue to go on, which seems to exist airreconcilable contradictions betweenthe people and land. However, according to Marx’s theory of contradiction betweenthe dialectical unity, the key issue is to identify an urbanization development pathsuited to China’s national conditions, to determine the reasonable size of the city, tothe simultaneous development of the land size and population size. In addition, ourgovernment in the process of land conversion in the main position, to some extent hasbecome the main body of the conversion of land illegal. Therefore, the firstcomprehensive previous studies based on the characteristics and non-agricultural landstage of the evolution of China’s cultivated land resources, development status and problems were more detailed analysis. Secondly, on the non-farm our land, theexistence and development of the driving factors were analyzed, two factors, a moredetailed explanation and focus on demand-pull and supply-driven. Again reviewed theproblem of non-agricultural land in the developed countries the process ofurbanization and comb development experience based on the suggestions solve theproblem of non-agricultural land in the urbanization process in China. The relevantrecommendations include: conversion of the land, the Government should conduct afull range of regulation, establish a sense of service, the establishment of varioussound laws and regulations; further strengthen land management, improve themechanism of conversion of land, access to land use economic, social and ecologicalbenefits maximize the realization of social comprehensive, coordinated andsustainable development. Only in this way can only be of economic development atthe same time, try to slow down the speed of conversion of land and possibleconditions to further explore the urban land use and improve the utilization,urbanization and land conversion coordinated development.
