Urban and rural construction land includes cities, towns, rural settlements and independent industrial and mining sites. Spatial distribution of urban and rural construction land belongs to multi-objective optimization decision-making problems. In recent years, RS, GIS and other technologies have been good used to do spatial analysis of land data, simulation, layout, and decision making. The research of the optimization of the space layout of the land use will be scientific gradually. New round of land use planning attaches great importance to land-use strategies of spatial development. The optimization of the space layout of urban and rural construction land is conducive to maximizing the regional advantages, is one important prerequisite to achieve integrated urban and rural development strategy.Selected Huainan City as the research area, the paper mainly includes four parts. The first part is the introduction of related concepts and theories and relevant theories, including the location utility theory, comparative advantage theory, the Garden City theory and extension of land resources, laid the foundation for the empirical analysis. The second part is the analysis of the layout of urban and rural construction land in Huainan City. Mainly analyzes the use of the urban and rural construction land in Huainan City status, Characteristics of the of urban and rural land for construction layout, Reasonable layout of urban and rural construction sites in city county area were evaluated from four perspectives, From the layout of features and reasonable layout of urban and rural construction and other aspects of land use to identify problems. The third part is the core of the paper. Based on the selection of the influencing factors and the analysis of mechanism of factors, use the Model Builder tools provided by ArcGIS9to build optimal spatial distribution of urban and rural construction land suitability model, taking advantage of this model to do quantitative analysis of layout suitability in rural and urban construction land, and generating the final map, to guide the rational distribution of urban and rural construction land. The fourth part, combining with the current analysis and layout suitability analysis results suggest the city’s layout optimization scheme and countermeasures, according to different functions of urban and rural areas, each taking a different way to optimize, two different approaches were optimized in order to achieve the optimization of urban and rural land for construction layout and planning and positioning of the best. The results show that in the new context of development, the natural basis for the spatial distribution has become increasingly weak, but the transportation, information and good condition of the soft environment become important factors of spatial layout gradually. Finally, corresponding measures and recommendations were proposed to optimize the layout of urban and rural construction land.In this paper, the Model Builder provided by ArcGIS9was used to establish the layout suitability analysis model of urban and rural construction land. This method can decompose the problem step by step, but also can reuse the analysis and can integrate the complex spatial analysis. Through its ability can effectively edit and manage spatial data, greatly improving the accuracy and efficiency, making the optimization results of urban and rural construction more scientific.
