Research On The Current Situation&Potential Issues For Superviosion Of Food Safety In Dongguan Shilong

This paper chooses Shilong Town of Dongguan as the research object, which is a typical representative of urbanization in China. By using the Township food safety regulation theory, analysis food safety regulatory situation from four aspects:production and processing of agricultural products, then the production and marketing, market circulation and food consumption in factories, schools and other collective canteens. Based on data and cases, this paper sums up existing problems of food safety supervision at Shilong Town. Eventually, puts forward effective suggestions. The conclusions of this study are as follows:(1) Present situation of food safety supervising at Shilong Town:A lack of detection technology and standard; supervision difficulty in family-scale food productions workshops; Neither market access, Sok Sok card ticket nor sales into account system can reach the designated position; means of food circulation detection is backward, not systematic; problems about collective canteens include that:Sanitation condition isn’t ideal, poor management level, low quality employee.(2) Existed problems of food safety superintends at Shilong Town:too much department section, supervision blind exists; detection system isn’t perfect, low-level security detection; staff shortage, lack of experience; existence of local protectionism, supervision is just superficial; lack of industry and social supervision.(3) suggestions for food safety regulatory at Shilong Town:Perfect related laws and regulations, fill the supervision blind, pay attention to village-and-town cooperation, implementation management network; Innovate methods of science and technology, management, improve the detection and management level; Improve the quality of supervision staffs, strengthen supervision team construction; Implement the government accountability system, against the local protectionism; Improve the power of industry association, arouse their regulation vigor, outstanding administrator in enterprises, strengthen regulatory power of industry association, attach the importance of folk people’s supervision power.
